Forget taxes. From about 1910 to early 1960, the volunteer fire department Larkspur paid for all of its equipment – and the fire station built in 1939 – with proceeds from a dance called the annual Rose Bowl, which held on a platform of open-air dance in a grove of redwoods near the city center.
